Anti-Spin rubber is a rubber with practically no "surface-grip". It is actually non-spinny and has a slow rubber. This lack of grip makes anti-spin rubber(anti) an ideal choice for receiving heavy spins and powerful hits. However, it is practically impossible to generate any "real" spin using anti. The spin that your opponent imparts is effectively reversed or removed when you return it with the anti. Many Anti-Spin rubbers also absorb a lot of the pace of the ball, which can disrupt the rhythm of the opponent’s game. Any rubber with the word “anti” in the name is an antispin rubber. These rubbers are often used in combination with a spinny inverted rubbers to provide a huge contrast between the shots played with the different sides. If a player uses antispin, they usually use it on only one side of their racket.
Antispin is comparatively rare these days. It was more common in the early 1980’s when both sides of the racket could be the same color. In those days, it was harder for your opponent to tell which side you used to hit the ball, especially if you knew how to flip (twiddle) your racket.

A review on Yasaka Anti Power :
I recently borrow a sheet from a friend who's been an Anti Power disciple for sometime already, so I thought I'd see how Anti Power performs. This rubber has stood the test of time and has been around since 1990s.
Feel - the feel of this rubber when you hit the ball is very close to that of a standard European style rubber. (Note : The racket angle required to hit is different to normal rubber) I can say that it is fairly similar to that of normal grippy long pips. Because of the soft topsheet, you can actually brush the ball just as you would when looping or chopping, and the ball will still maintain it's expected arc - it won't just slide completely off the rubber as it would with slippery antispin rubber. This is very deceptive as one can make it obvious that you are brushing the ball, and the ball will fly off at the correct angle, but without any of your own spin added to the ball.
This rubber is not a slow anti (despite the name). This antispin rubber is made for hitting the ball in a motion similar to your normal topspin style stroke, and then throwing your opponent off because the pace is a little slower that he would expect from your stroke, and the spin is completely different.
This rubber does not allow you to change the spin all that much, that is you are albe to increase or decrease the spin a fraction, but the low friction topsheet makes it very hard to kill the spin. I would say that the rubber neutralizes spin is that it more or less neutralizes the effect the spin has on you, not that it kills the spin.
Conclusion :
Yasaka Anti Power is a very specialized rubber to suit a specialized style of play. It' is perfect for a player looking to force mistakes from his opponent by combining similar looking aggressive strokes with two very different rubbers and not giving the opponent much time to react. The faster sponge will reduce the amount of time your opponent has to adjust, while still having a different enough pace to mess with his timing. The difference in spin effects when compared to a normal rubber will also prove difficult for your opponent to handle. Used aggressively with twiddling, one have a weapon that disrupts the opponent's rhythm while allowing one to retain one's own control easily.
